The frozen fish is a fish seen in the first film.
History
The fish somehow got frozen while it was probably attacking an animal in its environment, it remained in suspended animation. The ice containing the carnivorous fish remained unthawed and formed part of a vast ice cave in which various other creatures remained frozen as well.

One day, Sid encountered a frozen fish after getting lost, just before he encountered the Frozen Dinosaur. In Ice Age: The Meltdown we see similar looking fish to these.
